PCUnlocker Resets Local passwords Have not tried it.
Offline NT Password Editor Resets Local passwords and is a little geeky. Have not tried it. A little tricky to create the bootable USB drive. Be sure to format the USB drive as Fat32 before creating the bootable drive.

 

Notes:

  • Beware of companies that offer special versions that will work with Windows 8 without disabling Secure Boot and enabling CSM. I have not found that to be the case. You may always have to make changes to the BIOS to boot from these programs with Windows 8. All of these programs will create a bootable USB drive.
  • All of the above programs will reset Local account passwords including the Administrator if it has been enabled and has a password.
  • Do not purchase any program if they don't have a trial version. This will let you determine if you can create a bootable USB drive or CD and successfully boot from it.
  • Only PCWin Recovery will reset a Microsoft account password. It converts the account to a Local account but you can change it back.
  • If you don't see a program on this list, I can't recommend it
